Abstract
After the economic reform and the implementation of open up policy in 1978, China has undergone a rapid urbanization and city expansion processes. As a result, many villages located on the periphery of the cities have been engulfed by urban development. However, not all of them can be integrated into the cities and governed under the urban land management system. This peculiar form of land use phenomenon in China is called ?Villages-in-the-City? and it has caused a high degree of urban degradation. This article based on the concept of sustainable development has derived a modified public participation model to enhance the selecting of an appropriate urbanization strategy that can cater for intergeneration needs in a dynamic environment.
